They're frequently funded as "residents associations" here.

They are ALWAYS thieves.

This is really interesting. In the past pretty much all chinese people have wanted to live in the cities. They equate city life with safety and prosperity, and country life with penury and exposure. During Mao's rule he turned the countryside into one giant gulag and heavily restricted the right to live in cities. Being sent to the countryside was pretty close to a death sentence, or possibly worse.

Deng Xiaoping relaxed those rules and China saw a real estate boom as developers struggled to build apartments to fuel the rush of chinese flooding to the cities. Those apartments are pretty much the only investment vehicle the Chinese are allowed to have, so every family puts money into real estate over there.

Now the CCP just smashed all that. Cities are no longer considered safe, they're dangerous, and no one is going to want apartments there. This is going to result in the mother of all housing market collapses. Even better the tower blocks themselves are barely structurally stable. After the workers spend all day building molds to pour concrete, the cleanup crews come in and cut corners by throwing their trash into the molds instead of taking it down to the bottom. The result is that when the concrete is poured the column is half full of trash and has a much lower strength than what the engineer planned.

TL;DR The chinese economy is about to hit a brick wall and will probably take us all with it.
