I'll take the question. No but a program should be trialled whereby at-risk females are given financial incentives not to fall pregnant before they are say 18 or 21 and the incentives should be generous given the potential social costs of an unwanted/disadvantaged child. Money is the greatest behaviour-modifier in my opinion.
