It doesn't matter what numbers you use when explaining relative speed. The capsule isn't returning at mach 88, it's returning at a high speed, but not mach 88 speeds. To achieve that we'd have to be at relative (to earth) speed of zero and let the planet smash into the capsule to get the "reentering at mach 88" effect.
What your describing is flawed and you need to brush up your understanding of relative speeds and what drag means when flying. No drag in space.
Theoretically it is going faster then Mach 88 because like you said, there is no drag in space and they have to overtake the speed of Earth to penetrate it's supposed orbit.
Theoretically, if they had missed the Earth they would have been flying through space above speeds of Mach 88
