The Horizon always rises to Eye Level as altitude is gained so you never have to look down to see it. If the Earth were a globe, the horizon would stay fixed and the observer would have to tilt down as they ascended to see it.

Because the horizon will curve away the higher you get. It doesn't magically stay flat forever on a ball. Especially when there is 22 ft of curvature per 8 miles.
