Its a soft ban and puts a the right to own guns on a long but limited timer. No new sales or transfers means the end of gun ownership.

I would assume a armed, tracking task force under the authority of Trudeau to put anyone they choose under arrest.

Exactly, Several Nations in the World have already passed legislation of large fines ($70 000 and variously 6 months - 2 yrs Prison per infringement per missed dose).
New Zealand is legislating for everyone in full or part employment to get the two doses and one booster by the end of the year or face $5000 or 6 months Prison per each missed deadline.
Canada has some 400 million doses already pre-ordered/ stockpiled - enough for 9 doses per person. Most have had 3 doses - a number have had 4 - only 5 more doses to go, you silly goy.
