All fed agencies are evil.

However, the CIA has a different mission - to gather intelligence off US soil (and has/had? a restriction from actually working on US soil).

As such, they really don't have the mission to "protect and serve" like local LEOs do.

Concur, although a slight distinction - As SCOTUS has ruled and reaffirmed multiple times, ' Law Enforcement don't have a Constitutional Duty to Protect citizens' ....

PROTECT - Government Authority and Infrastructure.
SERVE - Warrants/ Writs of Arrest.
