Everything has been legislated, everything has a rule, a policy, a mandate. You shall do this. You shall arrest. You shall fine any person doing such and such.
Consider the days before DUI was a mandated arrest. The policeman had discretion over whether or not to seize someone's liberties over such matters. And so Old Man Jenkins driving his tractor down the road at midnight with a fifth of whiskey in his belly? The policeman knows him. He knows his family, his work, the area. He knows that there is no victim aside from Old Man Jenkins, and seizing his liberties then and there, impounding his tractor will do him no good. And so he drives him home. He exercises discretion.
Discretion helps expose bad police officers faster, because they are forced to choose and own their choices. The jew will tell you it allowed for all sorts of corruption "back then," when in reality the corruption was simply mandated and passed as (((law))).
