Literally what a passport is is a symbol of a definitive right to enter the country that issued it. It's used to gain entry to other countries simply because that country knows there is a place they can send you because these countries don't like dealing with limbo travelers.
If you didn't want them to be able to re-enter the country with no questions asked you shouldn't have issued them a passport.
