Oil is lighter than water so it rises through the water and becomes misted. Oil at that temperature is also hotter than water so it flash boils it scattering the oil particles further and then being reignited by the flames above.

It would do in a pinch. Even another skillet. Anything to lower the amount of oxygen available to the fire.
