Actually there good reason to be a bit peeved at this.

Selling without a local government permit is NOT a police matter. That's for the local government to deal with, using its own enforcement officers.

Police involvement is only justified to prevent a breach of the peace (read the person is getting or likely to get crazy).

It's also representative of staff failing at just telling her to get the fuck out of the station.

This work should have been carried out by a self funded enforcement team - not a tax funded police force

Waaa waaaaa! Poor illegal ALIEN got arrested and won't pay any bail to get out. Won't have a record because she'll just move her cart down a block or so and use one of her many aliases.
