It becomes a problem when the durkas reach a twenty-fifth. Everyone was warned, and dismissed the warning as racist.

That threshold was reached and all the usual symptoms of riots and rapes and no-go zones appeared, but everyone refused to acknowledge it, or that it is a problem.
