Anime is not real, and no matter how hard you can try to wish it, it won't happen. Now, the real challenge is to determine if you can tell who the characters are by removing the hair.
Rather than watch a shitty 7 minute long video without actual narration, I'll just explain it in simple terms. 1. To be able to appeal to a wider audience and sell the media to the western world. 2. A lot of anime, especially early anime, were based on Western action movies and inspired by people like Sylvester Stalone, Arnold (name I can't spell), etc. 3. Even in Asia, light skin is seen as preferable and more attractive to dark skin 4. Large bright eyes are considered an attractive trait to all sapiens.
It just so happens whites exhibit more of these traits than other races.

The actual content is they are not designed to look like Whites, they are designed to look like Japanese. Including picture proof of this assertion.
As to addres your four points:
1. Was never a consideration. The way most anime came to the west was by westerners begging, essentially. 2. Not true, early anime predate both Arnold's and Sylvester's popularity in movies. 3. Most Asians have white skin 4. Maybe, but squinty eyed Asians is a stereotype that doesn't reflect reality
