It's a big place. If someone told you the american continent was a mudbath would they be wrong? And yet there's still regions which have practically no one living in them and the governments are too weak to have any kind of real enforcement.
South america is a big place, it's not all mexico. Huge swathes of the far south are almost completely uninhabited and beyond any real political control. Think like alaska or siberia or manitoba.
There's a very real possibility for europeans to move there and form an ethnostate. Some already have, for example there's a town in Patagonia where everyone speaks welsh with Spanish as their second language. There aren't any africans or indians around either. Or at least less so than the US or Europe.

It's not about trying to elevate the natives or take over a populated area and make it european, it's like I said: Huge portions of south america are almost completely unpopulated. Like technically they're part of a country like Argentina or Chile, but in practice it's a fronteir.
Probably the easiest comparison for americans to understand is the wild west. The federal government claimed huge areas of it and sometimes even had patrols, but in practice it was there for the taking for anyone who could make something of it.
Argentina and Uruguay were European ethno-states with the highest living standards. The problem is that you are surrounded by Indians, Blacks and half-breeds of all sort. The moment you country starts to do well they'll pour in (the first ones being Jews, of course). For a sustainable ethno-state we need an Island that's unreachable for poor, low-iq people and somehow refuse Jews.

I think the key is to assume (at this stage) you won't be able to keep control of the country. So keep things as decentralised as possible and present very few centralised systems for leeches to grab on to.
