No, they weren't, the situation was ridiculous and warranted laughter. Also the image tries to imply she was laughing while beating and tasing some poor defenceless woman.

What actually happened was her cracking some jokes with her colleague when they arrived. They then tried to talk her out of the restroom for half an hour before trying threatening her with a taser (didn't work either) so they kicked in the door and arrested her.

Looks to me like they were laughing about a ridiculous situation. The woman locked herself in the bathroom and refused to come out, so the store called the cops. They tried to talk her out for half an hour before kicking down the door, during which they laughed about the ridiculousness of the situation. The video is clearly edited only to select the most damning (in isolation) moments and slot them together way out of order. I suspect if we got to see the whole video it'd be pretty boring.

Don't get me wrong, I'm not sad about zogbots getting eaten by their own side, but this is a storm in a teacup.

As a matter of fact, yes. It's called Gallows Humor. I used to work in a psychiatric hospital. Jokes about the insanity you deal with on a daily basis comes with the territory.
