Is there a recognized -cracy word for "rule by deception"? If not, there ought to be.

Popular selection by the unfiltered masses favors the most successful deceivers and manipulators, who will acquire ever more power and never give it back. They may be kept at bay, in the first few generations of a young democracy, though only by virtue of the remnants of the previous, stronger system. Once it is fully established, and all former principles and values have aged away, a democracy has no mechanism to prevent its transformation to apatocracy. Neither does it have any means to reverse it. The better deceivers will always win the faith of the mob.
