People die and people move away. Their voting registration isn't t the top of the to do list. Not everyone has a list.

How many dead people voted, and how many people who were just passing through voted, and how many people with absolutely no fucking right to even think about voting voted?

Yeah, but under normal conditions nowhere even close to 100% of voters are registered, so this isn't just a few administrative hiccup, it's either gross incompetence or large scale fraud.
