Two immediate thoughts come to mind: 1. They are preparing the way to dump Joe 2. They know the laptop won't go away, so they are attempting to deal with it in a controlled manner.
Maybe some oligarch had a falling out with the Biden administration or whoever pulls the strings there.
Same thing happened with the covid origins story. I feels like somebody has to expend a lot of resources, grease alot of palms, to keep these narratives up and then somebody has a meeting one day and decides its enough. So everybody just shifts gears.
