In Britain it’s because they have a law called the malicious communications act. This law predates the internet and was intended to deal with threats being made through the post or over the phone. Problem is that to include the over the phone bit the law includes reference to “electronic communication”, and because it was, in part at least, intended to deal with perverts it also includes reference to “a message which is indecent or grossly offensive.” As this legislation was never updated to take account of more modern communication methods it’s given the police forces in Britain almost free reign to clamp down on anything online as they please.
