Your missing the point of crucifixion. It's more of a deterrent than a punishment. Do it public, where everyone can see it, and those crime statistics bottom out. For most a 9mm to the dome, or a rope, will do. For egregious cases, or famous cases, or just because they are a particularly nasty sort, we save the fun stuff.

The more laws there are, the more convoluted the law system is, the easier it is to stack and pile offenses on their enemies. So now you get something like aggravated assault, hate speech, hate crime, lynching, murder, super murder, and so on for one hanging.

Of course this also serves several other purposes as well. It makes it like they are "doing something" which is a refrain they train their seals to clap to, and likely other things I'm going to skip for now.
