The Russian government essentially makes piracy legal in the country in response to economic sanctions levied against it.

Game companies would not set up distribution and localised releases if selling to that country was not profitable. There is 144 million people in Russia, that is a large market to lose.

Wow, this might be actually great. Russian game companies can now just steal the code from outside companies, change the content to be based, and legally sell the modified games.
