Russia and China are making a "Civilization State" Which essentially
means it doesn't need outside trade. That it is a self sustaining Colony.

A Colony that breaks its plow would essentially die in 1-2 winters if the people
on the Colony didn't know how to make and repair all the equipment they needed
to run all the essential activities in the Colony.

This was the Jamestown Colony in Virginia, 1607. The first self sustaining population
in America.

The Jamestown Colony went from a "Garden" population which could have starved in any
given winter into a permanent "settlement" with the means to handle any winter
hardship/condition and expand it's territory.

If the Jamestown Colony have had had leverage against it from the prior inhabitants it
could not have survived except as a garden population against a great Colony or Settlement.

We are going to see Russia and China survive as the Jamestown Colony survived without
the leverage from other "Colonies"

China and Russia as well as SpaceX will mine the Kuiper belt for resources using
