What exactly does money do that can or can't be done without it?
Arrest them? Who will be paid to arrest them? How will they find them? If their addresses are known, what is stopping people from already inconveniencing them - protesting, citizens arrest, other mayhem, etc?
If this is a fight for survival, why not actually fight?
Make a torrent of the addresses of these people and publish that. Let (((them))) and other people know that they will not be safe.
