The top one addresses a nexus of both being possessed in same locale.

So they may be doing one or the other and depending on how you define anywhere they could be doing both but in separate places. I think you would have to interpret anywhere as “ in any single place”

NOT(chemical)anywhere OR NOT(biological)anywhere

So basically this allows that they are developing either chemical weapons or biological weapons EVERYWHERE and this is still a true statement.

Of course this doesn’t address whether they are contracting people to do this shit.

Yes, that's "technically" true. They are and have always done biological research to combat biological weapons by developing those weapons and creating ways to fight them.

Many people are like this. They talk from the side of their mouths. It's not good for those kind of people to be near me because it makes me angry in a way I am rarely able to contain.
