Fun Fact: Governments around the world know they shouldnt make bioweapons. They even made a few useless rules about it.
So instead of making "weapons" they do research. All the major powers open up boiweapon facilities all over the globe where their own people will never see and call it research facilities. Governments might even cooperate on projects.
