It looks like an abstract face of a dragon segmented into nine unequal but necessary parts. It's portrayed on a field of blue and yellow. Traditionally, blue stands for (on the American flag) vigilance and yellow (on British ships) indicates disease. Take that at face value. It's fun to think about, but I doubt it means anything.
