He did and didn't. People seem to be conflating the Russian invasion with a weakness in foreign policy and inefficacy of sanctions. In fact, Putin has said the opposite. He claims that he invaded because of constant antagonism by the West, leading him to believe that there would be no political solution to his concerns about Russian security. And war is the continuation of politics by other means. Sanctions are, of course, ineffective. But this is only because we had already been sanctioning Russia and isolating them from the global economy such that they're not completely dependent on imports like most of the West.
