1) Low yield nuke attack in New York. A nuke that take out like 10 blocks. Not sure where but the MSM will claim the attacker meant to put it at Wall Street but fucked up and had no idea where it was.
2) Chemical attacks in New York Subways with a simul-attack in Seattle or DC on public transport.
3) A nuke being detonated in a sparsely populated area in Maine. Of course the MSM will claim it was meant for Jew York and something happened to divert it.
4) Any US military base with the purpose of [insert that here]. This is where you'd get either a Bio or Chemo attack if the base is outside the US or just Chemo if inside the US.
EDIT: Something I did consider was a hacker attack but most people aren't going to be sold on that easily. For example, turn off the power for a week but then how do you tell the citizens in that area Russia did it. Poisoning the water is less likely. You need a 9/11 type of punch to sell it like fucking hot cakes. I don't think a hacker attack will do that.
I figure they'll hit the West coast with a nuke. Another one hitting Western Europe.
Then any time the wind blows, its blowing radiation across the continent and everyone goes into random lockdowns. All farmland seized because the government decides if the land or crops are safe or not. People need monthly injections to protect from the virus.... I mean "radiation".

An area becomes too disobedient - All food, water, and goods into area stop for their own safety. A freak storm blows in or rained down radiation on the area. They must take the mandatory injections and meds. Most die. Not from the meds of course, they're perfectly safe, trust the scientists. You're not a radioactive climatologist. The "radiation" they endured killed them. Then more obedient and diverse people moved in shortly after because it's now safe again.
Walk outside at an unapproved time of day - You're arrested for spreading radioactive dust to others. You die in prison from radiation poisoning. No autopsy, no funeral, no one allowed to visit you in hospital because of "radiation".
Good theory and one that China will do everything to prevent. China wants to wipe out the population of North America — no question there, but they want the land to remain in good shape so they can take it over for their people.
