It's webcam footage. There are literally dozens of live webcams of Ukraine, why have I never seen this webcam and why didn't the person who found this image share the webcam so people can view the aftermath?

Did you see the 2 other videos? The same blackened car was in both. Do you think this was a building somewhere else, and the timestamps was photoshopped into the video, by the guy who didn't know how to screengrab so used cellphone to record surveillance footage? I know that half the vids being shown are old footage, but this one seems genuine to me.
