I don't think so.

The camera man in this second video has a fairly generic Russian accent (not unusual in the region). But whoever is with him is almost certainly Ukrainian. He also refers to the region as "our Ivankiv".

Maybe local killers, then? Perhaps... But I doubt it. Can't imagine the dog being this docile around them if that were the case. No signs of fear or aggression.
