Until I searched that just a while ago, I thought the same. They seem to have two different pronunciations too: kē-ĕv (Kiev) and kēv (Kyiv). I was a bit surprised to see they're the same city, but it now makes sense.

Unless you put on an accent, English speakers can't pronounce it exactly as either a Russian or Ukrainian, so you make some approximation. I don't think either is bad, but it has traditionally been Kiev, so I don't see why change it now.
