This missile is from PZRK-Osa that was sent at russian jet, but suddenly lost the tracking and hit the building. Find the video of the launch site at YT and stop spreading disinformation.

Lets brake down this video. It's filmed in Kyiv (north Ukraine), time is 8:12 in the morning, the sun is on the right side (east) witch means this missile is coming from the west. If we take a look at the current occupied areas of the Ukraine (2.26.2022.) there are no Russian forces west of Kyiv witch means it could be a large plane lunched missile or a Ukrainian surface to air missile that malfunctioned. Also a surface-to-surface missiles don't leave a smoke trail when they are close to target. I could be missing something.

This is also what I've gathered so far, it was an Ukrainian missile that was jammed or malfunctioned.
