Fair, but even when everyone knows what a location is used for (like Area 51) the authorities still officially keep it a secret.

In the case of a secret aircraft testing ground or a radar base that "secret" is pretty laughable, everyone can see what it is. In the case of a biolab it's just a building, it could be anything. There's no good reason why anyone who doesn't work there would know what it is.
