Use encrypted networks.
Create your own sites on there, find each other's sites, and link them together to form a community. Make it easy to find access to one site from another.
Establish an entry point site, one that is tame and only acts as a gateway to the rest, post that on the chans, all of them, from 2chan to endchan, from leftychans to basedchans, publicchans to hiddenchans, federatedchans to deadchans, degenchans to sfwchans. When I say all chans, I mean all of them.
Pass along information, everything that couldn't be used to identify you, you share in ample amounts, stuff you hear from others, you pass it on.


The next step is developing an alternative to the internet, some web 2.0 that's cemetery uncharted territory, where it is made impossible by design to discover someone's identity, or to censor something they had posted.
It will be worse than the glory days of old/b/, far worse, absolutely anything that one could conceivably post online, there's going to be a lot of it, your limits of tolerance will be tested, but bear with it, stay active enough, and it will eventually settle down into a somewhat stable workable forum of absolute freedom of expression.

Ot might be good to have a chansite that allows anyone to post whatever they like (only one field is required to be filled, and it could be filled with anything that could be put there), but also allows them to edit or delete whatever anyone else had posted (you can put up some faggotry, but anyone else could take it down right after, or edit your asscancer post into gold).
