English is already the official language of commercial aviation and computer programming so using it in a technical capacity is like using Latin in biology and medicine. Its easier to stick to an established standard than to switch to a completely new one for no good reason.

Because arabic numerals are simpler and easier to make out at a distance, which is important for identifying things.
