That's actually the problem of Hitler. His only competency was speaking the truth everyone was afraid to say. Unfortunately it takes more than that to successfully deter a conflict that will destroy your people. At the level people put Hitler at the metric is the results. He didn't get that done. We'd prefer a society where speaking the truth was a common skill so people can get put into positions of power based on additional skills.
