Sec 490 is just a restraining order. In theory it can apply to people in the USA and you can be arrested by local cops and extradited to Canada to stand trial. Because the money is being sent to Canadians you do fall under their jurisdiction. Anyone in a country that doesn't have an extradition treaty with Canada (like isreal) is safe.
