Disgusting when politicians pass laws so they can ease their conscience and can say they did it "legally." "Well, we passed a ridiculous law and they broke it. So whatever we do to them is now justified."
Sec 490 is just a restraining order. In theory it can apply to people in the USA and you can be arrested by local cops and extradited to Canada to stand trial. Because the money is being sent to Canadians you do fall under their jurisdiction. Anyone in a country that doesn't have an extradition treaty with Canada (like isreal) is safe.
Section 490 of the criminal code is all about how they have to return "things" seized. So they're still capable of understanding they have no right to seize anything, and would have to return it if any but a suicidal and corrupt judge ruled against returning it.
