It doesn't matter if you don't think it's holy, they think it is.

Therefore by that law on your books, they get to go there whenever they want.

To pray and worship there freely, and to do so without anything being expected from them as a requirement.

Maybe you should have thought about this possibility when you were drafting your laws.
