Ol shorty cop was getting mad. He was getting all twisted and mad because he KNOWS that what he is doing is wrong! For most people the guilt would eat them up and they wouldn't be able to keep it up, but little coppers like him eat the guilt and take it out on the innocent citizens.
What I'd like to see happen is for those cops to be off duty and go in to a store to buy a drink or snacks and the people running the store refuse them service.
"Oh, you're the cop that arrested the old man? Go do your shopping somewhere else!" When their wives go to get their hair done the people in the beauty shop tell them to go elsewhere. "What, is your old man gonna come arrest my grandpa for tooting his horn? Get your hair done somewhere else!"
