Humans have developed the ability to spackle arterial walls with a temporary substance if there isn't enough dietary vitamin C. Over time, this spackle thickens and can break off and block arteries. With enough vitamin C, arterial walls are correctly repaired with real collagen, etc. Notice you don't have this same problem in veins as veins don't have as much pressure and wear on them. It's just in the arteries of the heart and brain where there's lots of pressure and movement--in the case of the heart and certain types of strokes in the brain.
