Pattern recognition. Look to see the difference between states going from left to right, top to bottom, and in this one 3rd on the line to 1st of the next line. Yep, and I couldn't begin to tell you why. My hind-brain just solves this shit right away, tells the fore-brain the answer, and doesn't bother explaining how it got there. Made me great at trouble-shooting network and computer problems, terrible at telling people why my answer is the right answer...because I don't know why it's right, it just fucking works.
Took me about 15 seconds to see F is the answer. If I'm wrong, then, well, fuck it, because if I'm right I don't know why anyway.
I can only find one concrete pattern that doesn't feel like an ass pull: The right side rotates clockwise to the next row's left. That's likely a red herring; nothing can be extrapolated from that without understanding the central column's correlation with the surrounding squares.

I saw how box 3 is identical to 4 and 6 is to 7 (with 4 and 7 rotated a quarter turn clockwise). However I don't see enough to extrapolate box 9 without a box 10. Box 1 doesn't seem to fit.

Yeah I saw the solution. I shouldn’t have ignored row 1. My pattern probably doesn’t hold up for it since my answer isn’t right. For anyone wondering, the answer is F and Poopdawg has linked a YouTube video with the explanation.
This is remarkable. I might try to label the image itself with some of your terms. "Iterations set" and suchlike. I'm trying to go from not understanding to understanding the best I can.
I'm very interested in what is the clearest way to think about it: refining the explanatory language.
