What they're doing at the border is a great tactic. Bind and wear out the enemy. Doesn't require effort other than showing up on the protesters part but binds hundreds of cops in 3 shift rotation 24/7.

More realistically it binds their dirty tricks squad into instigating an incident or two, having their pet media lie about it for a few days, then coming in with heavy treatment.
