I have an idea: safe spaces. Hear me out.

We get people to police their own communities. Restructure the police, fire, EMS, to include people from the areas served and build necessary facilities there. Have the facilities built by contractors living in the area. Only use outside contractors if you can't find anyone from that area, but then hire locals to do as much work as possible.

If no locals step up, they don't get those services until they do step up and build them for themselves.

That is an amazing idea. Africa is full of natural resources and abundant natural sources of food. It will be the "easy mode" of civilizational survival. High and low latitude areas (like Baltimore and Europe) have shorter growing seasons and harsh winters, meaning you need to produce a year's worth of food in a quarter of a year. Setting up the safe spaces in those areas would be a recipe for disaster.
