Populations and economies don't have to expand. I would argue that the healthiest don't because expansions benefits the worst actors.

Yes, part of this is avoiding globohomo, arming the population, having some mad going on, etc. Once this is done you just need to maintain abilities of your population and have food security (local canaries, help every family grow food, etc.)

That said, there is room for growth in japan, so it wouldn't hurt right now.
