You don't have a right to a driver's license. It is considered a privilege because you are on roads paved by public funds. So, you can buy a car (effectively, that is a right) and you don't have to buy insurance, if you're not a driver, but add in the license and you can be required to buy insurance. On the other hand, requiring insurance on a gun could cause an infringement on your rights, because fsiling to buy the unsurance would allow the government to take action upon your owning a gun.

Gettng to point B from point A could be accomplished through various means and you have a right to get from point A to point B. You don't have the right to make that travel in whatever manner you choose, because it could very easily trample the rights of others. Owning a gun does not trample on another's rights. Shooting the gun wherever you want is not a right. Because a gun is to be used to protect one's life or liberty, having one and the ability to use it in need, cannot be restrained by limitations or requirements that some may not be able to meet, such as, the purchase of insurance.

A homeless man on the streets has the right to live without a home. He has the right to a gun. He cannot be required to give up either of those rights because of a requirement to pay the government which could only be done via money that he has a right to avoid.

Does one have a right to any commodity?

You have the right to keep and bear arms, but nobody is required to give you one. You have the right to travel, but nobody is required to give you a car or roads or gas. If you have a gun, you have a right to keep it and should have the right to keep it on you. If you have a car, though you should have the right to keep it, you don't have a right to a place to keep it or to use it on public lands.

If you own a howitzer, nobody would be required to give you a place to store it. Okay, I'm rambling at this point, but things are not always black and white. The justification for one item doesn't automatically transfer to another.
