He absolutely did not. The closing of the mental hospitals and asylums was caused by a budget from the Democrats under the Carter administration. It only started to become a reality when Reagan was president, and he was a convenient scapegoat for Democrats and the communists in the press, because it seemed like something he would do. Remember, presidents can't do something unless it's appropriated financially by Congress. The president doesn't have the power to do that unilaterally.

To expand on that precept in the context of "Executive Orders," my understanding is EO's apply to the executive branch of the government and have no legitimacy under the US Constitution outside of that, and still must be voted on by the Senate in any case.

There is No Provision in the US Constitution For "Executive Orders".
There is no Specific Provision in the Constitution That Permits EO's.
No Provision of the US Constitution Authorizes "Executive Orders".
Executive Orders & Proclamations Are Not Defined in the US Constitution pdf.

For the fact that State Governors are similarly issuing Executive Orders adds spice to the pie .. the Founding Fathers at no time intended any person should "rule by decree" no matter who they are or what position they hold.

Reagans biggest fuck over was greenlighting for profit healthcare and insurance. There had been free market in healthcare before, meaning a doctor could charge whatever he wanted for service from him and his staff. Bit as far as a non doctor setting for profit clinics and hospitals that work with for profit insurance to drive up prices that had been illegal.

I agree with that. I'm not a fan of Reagan, but he wasn't responsible for the closure of the mental hospitals. But he WAS responsible for the compromise where millions of Mexicans were allowed to obtain amnesty with a path toward US citizenship. He was duped but the Democrats, but he should have known that that was their plan.

This led to a push to reduce populations and close state mental hospitals which also pleased those trying to reduce government spending. Everyone won except the seriously mental ill who found themselves placed in apartments where they couldn't care for themselves and ended up going off their meds, getting into illegal drugs and alcohol, and creating the basis for the homeless population. Now the police have to shoot them occasionally. So humane.
