This makes absolutely no sense.

If a "vial" comes with only 0.25ml, did the doctor suck all of it out?

Or, is it diluted "a little" and still needs to be diluted again? WTF? Why??

Assuming a vial to be about 10ml when full, do they ship with only 1.5ml in it? Why??

Did this "doctor" think that the entire vial should be given to one person? What is the volume that should be given a dose? Just dumb all around.

They're supposed to be stored at ridiculously low temperatures, like -80ºC (-112ºF). At that temperature even saline would freeze solid and potentially rupture the vial, so I assume that's why they're distributed without being diluted. Once they're ready to use a batch they're diluted on site and stored at a higher temperature of -2.5ºC (36.5ºF). Once they reach room temperature they have to be used within 6 hours or be junked.
