Its illegal to download and use something from there if you havent paid for it elsewhere but piratebay 100% legal source of the fully functional backup of software you are entitled to under AU consumer law.

Pay for license on steam you get a crippled version not functional without steam. It is perfectly legal to a) download it through steam and apply a fixed exe and b) shut down steam and install from a backup source be that disc old hard drive, friends paid copy from usb stick OR A TORRENT SITE

Fun fact - vast majority of EULAs are wholly incompatible with Australian law. There is no legal boundary to downloading and self activating Windows or Office.
