Not really a new idea.

I was told long ago about some famous activist(?) who claimed that a path to world peace was to exchange children between countries.

USSR (at the time) wouldn't bomb the USA if all the kids lived there, and vice versa.

Definitely an "ideal world" type solution, but it was around for a time.
