It's not (all) about SJW bullshit. It's about MONEY. If they can get different testing and accommodations for their nigger children and shove everyone into a "special minority" then they can raise their testing scores by lowering the bar, giving them grants and funding and raises. I was one of six students in the Extended Learning Program in elementary school.
Statistically-speaking, there shouldn't have been but perhaps one of us out of a class of 60 that fell within the 1% bracket.
By that measure, the 6 of us would have been enough for that grade in all the district.
The point being that they hold back students who should otherwise be moved ahead but for the sweet, sweeeeet government bucks that come with incentivizing cooking the books all at the children's ultimate expense.

All systems eventually fail. Capitalism is the best system because it has the longest and fastest gain stage, with the slowest decline. The turning point is when a competitive market produces an entity large enough to buy politicians and laws to restrict competition instead of having to innovate or adapt. Then it becomes oligarchy, which is where we've been for a while.

School districts get tons of money for "Special Needs" students. Programs for "Advanced" students are a drain on the district.

So, if you convert your advanced students into retarded students, you'll get more money for the retarded children and won't have to spend money on the advanced students.

It's even worse in higher education. There's a whole point system to determine state/fed funding. Points for the number of credit hours and degrees. The extra points if the students fall are in "traditionally underserved demographic". The list for underserved is: back or brown, female, over 50, required to take remedial math or English. Schools get bonus points towards funding for each one of those boxes a student checks. An old black woman that had to take remedial math is the most valuable student on campus.
